Mayor Joe Hogsett and the majority of the 25 members of the Indianapolis City-County Council were sworn into office Monday during a bipartisan ceremony at Indiana Landmarks’ Grand Hall. They were elected by voters in November, but their terms didn’t begin until Jan. 1. For Hogsett, a Democrat, Monday marked the beginning of his third term in office.
