The Indianapolis City-County Council’s Public Works Committee met May 2 to approve a proposal to provide up to $90 million in infrastructure improvements. Documenter Alicia Reuter attended the meeting and reported on what happened.
What happened
The project includes $90 million in road revenue over three years. The improvement plans include curbs, sidewalks, ADA ramps, bridge repair, street repair, and construction.
The proposal authorizes the Metropolitan Thouroughfare District, a special taxing district, to issue new bonds not to exceed $90 million. These plans were included in the City’s capital improvement plan, introduced in 2023.
Summary
Brandon Hergot, public works director, said the projects were thoughtfully chosen. He said the funded project elements “will far outlast the debt coverage,” and last 30 to 50 years, depending on the elements.
Joe Glass, executive director and general counsel of the Indianapolis Bond Bank said the debt will be repaid with existing wheel taxes, excise taxes and state gas tax distributions.
Takeaway
Hergot confirmed the funds can be spent throughout Marion County, not in a particular area.
Larry Vaughn, public commenter, asked if funds will be spent on residential or infrastructure for the new soccer stadium. Hergot confirmed that funds are not going to a soccer stadium.
