About 10 acres of southside wetland have been spared from development — at least for now.

After months of community opposition, Punjab Property Inc., a semi-truck and tractor repair company, withdrew its petition to rezone an area along 8600 Combs Road. The company wanted to expand its business in Franklin Township.

Southsiders and environmental activists have been concerned development on the sensitive biosystem could be detrimental to nearby wetland. Some hope to create a nature preserve nearby.

The water body, which connects to Pleasant Run Creek and Upper White River Watershed, is home to endangered species. It also helps prevent flooding by collecting water and slowly releasing it into nearby bodies of water.

Indianapolis staff previously recommended the rezoning petition for denial, writing “staff very strongly believes that the requested modifications are wholly inappropriate given the surrounding land uses and the large existing wetland that, in fact, extends into the adjoining parcels to the south.”

Patrick Rooney, the attorney representing Punjab Property Inc., did not respond to Mirror Indy requests for comment before this story was published. It’s unclear whether the company is abandoning the plans or working to refine them.

What’s next

Punjab Property Inc. can file another rezoning petition after three months, occurring as soon as January 2027.

If the plan is altered, the proposal would be considered a new petition, so letters of support and opposition would have to be submitted again.

Robin Heldman, who lives near the Franklin Township wetland, speculated the withdrawal could be a way for Punjab Property Inc. to get approval for another plan when neighbors might not notice.

“People put their guard down, thinking ‘Oh hooray,’ but they don’t realize that this could happen,” Heldman said. “Some people aren’t that familiar with the process, so sometimes they bank on the fact that, well, maybe no one will be paying attention.”

Another idea has emerged for the surrounding property though.

Wetlands Not Warehouses Franklin Township, a southside environmental advocacy group, is working to turn a 45-acre area near 8600 Combs Road into a wetland nature preserve.

The group is still waiting for a final cost estimate to purchase a master plan for the promised development, but the group could still need about $23,000. Heldman said the taskforce hopes to begin a fundraising campaign in November.
