Children and teens are being shot at an alarming rate, Indianapolis Public Schools board members said at a November meeting.

Last month, at least five teenagers were shot and killed, including a 15-year-old gunned down in the parking lot of KIPP Indy Legacy High School. “We are at war,” IPS Board Vice President Angela Moore told officials. “We’re almost at the point where we have more students lost than we have at graduation ceremonies.”
