Indy public library CEO Gregory Hill is getting a raise to $265,000 per year.

The library board approved the raise during a meeting June 22, despite about a dozen people speaking out against it during a public comment period.

Some speakers, including library workers, said giving the CEO a raise makes it look like the board doesn’t care about other employees. Last year, the board approved a 3% raise for library staff.

Hill made $205,000 in 2025, according to the state’s public employee database.

“I’m not here to say that the CEO doesn’t deserve a salary raise,” said Michael Torres, president of the library workers’ union.“But the $60,000 has shocked us all.”

At the May board meeting, Torres questioned the board’s transparency in deciding a new salary for Hill, who now makes $127.40 per hour. That’s about a 29% increase from his previous hourly rate of $99.03.

The board’s president, Ray Biederman, previously told Mirror Indy that Hill has done a “fantastic job” since being appointed in 2023. Biederman also said the raise is necessary because it puts the CEO’s pay in line with other similar library leaders.

Biederman acknowledged the negative feedback after the public comment period.

“It doesn’t go unnoticed, what you guys say,” he said. “And we really appreciate it.”

The board went on to approve Hill’s raise with a 5-1 vote.
